An official with a national association that looks out for the rights of property owners during gas and oil drilling says landowners in the Fredericksburg area have signed a "fairly typical" lease that allows the "lowest possible" royalty rate available. Robert Hart is president of the Appalachian chapter of the National Association of Royalty Owners.
