Just Virginia

KUDOS to Gov. Bob McDonnell for pressing forward on his mission to streamline the restoration of rights for nonviolent felons. This week he announced that, rather than being forced to wait for two years before applying to have their rights restored, nonviolent felons will have them back as close to automatically as Virginia law allows. Restoration of rights is not generally a Republican issue, but Mr. McDonnell, a former prosecutor, recognizes the moral rectitude of it. Once a nonviolent felon has paid his dues, society owes him a second chance. Mr. McDonnell has worked from the beginning of his administration toward this change. His decision makes Virginia a more just society....
