When the cold-weather shelter opened last month, there were fewer familiar faces among the homeless men and women who use the emergency facility in Stafford County. A few years ago, if a regular client didn't show up, volunteers and staff from Micah Ecumenical Ministries worried that the person stayed behind to protect their camp.
