A Fredericksburg man was killed Saturday in a single-car accident in Stafford County, state police said. Phillip Oliver, 20, died after his 2000 Toyota Camry ran off the left side of Poplar Road (State Route 616) in Stafford through a curve, less than a mile south of Harwood Lane, police said.
