The Fredericksburg City Council gave final approval this week to a rezoning that will allow the construction of 36 townhouses off Plank Road near Interstate 95. The vote for Governors Row came in a split decision Tuesday night with council members Kerry Devine, Tim Duffy and Billy Withers opposing the proposal. Residents of the Great Oaks subdivision spoke against it at Planning Commission meetings and at the past two council meetings.
