As a concerned Fredericksburg merchant for 35 years, I would like to offer Ed Whelan and the city another creative option plan from the arena of ideas to recycle and upgrade the old hydroelectric plant to generate and produce electric power again ["Power plant plan getting a review," Aug. 25]. 1. The infrastructure is already in place to naturally siphon and gravity feed river water through a big intake pipe from upriver into the canal and into the underground pipes under Princess Anne Street to the electric plant building.
